[XB1] need advise 2* vats at Fallout76Marketplace on Reddit

This is one of my favorite guns. How useful is the 2* vats? 50% chance to hit a target,that adds the 50% to “missed” the target. I run high perception when I use it, orange mentats. I guess im asking if with out it would my odds of hitting the target be greater than without?
